Hi,
I am the owner of a small art gallery and hoping to start up monthly evenings where a artist is invited to the gallery to launch his art to the public.
I would like to support this launch event with champagne and canapies or other such things.
Members of the public will be invited however no charge or profit will be made during the event.
Would I require a licence to make this legal?

The other thing to remember is to obtain your canapes from a reputable source- you dont want the evening to be remembered by people with upset tummies!
No license is required for this.
You need a license if you are selling the alcohol ie having a bar and taking cash in exchange for the drink. Your local licensing officer will be able to confirm this, just ask for them at your local police station.
If you hold an event where you decide to charge for alcohol, you may be able to persuade a local publican to hold the license (a temp one would be issued to them) and they would be able to legally sell it.

Not sure if you need one legally, but alcohol licences are granted by local authorities - so a phone call to them will be the best bet.
